ECO4 funding without needing to be on benefits — referred by your local council
LA Flex (Local Authority Flexible Eligibility) allows local councils to refer households for ECO4 funding even if they do not receive qualifying benefits. Councils can declare households eligible based on low income, vulnerability to cold, or being at risk of fuel poverty. This is a significant route for households who fall just outside the standard ECO4 criteria.
